The UST-185 mini coax cable stripper from Jonard is specifically designed to provide a 1/4" x 1/4" two step strip on dual and quad shield mini coax cables. This tool works on Belden, Commscope, Times Fiber and other mini coax cables. The unique blade design has blades setup for Dual shield on one side and Quad shield on the other. Blade is capable of over 5000 strips.

I found this product works great on quad shield mini cable and can also be use on the dual mini cable.
